A system can be moved as it is (rehost), adjusted to use cloud services (replatform), rebuilt for the cloud (refactor), replaced by a ready-made service (repurchase), kept where it is (retain) or switched off (retire). A good plan assigns one of these to every system.
Yes, with a design that respects the rules: where data must stay, who may reach it and how it is protected. That is usually a private or hybrid model, and we check the requirements that apply to you at the assessment step.
